Are these back plates for non throttled engines only?

You can use them on both RC and CL. Moreover crankcase's pressure is steadier than muffler's

Does the back plate pressure tap require a one way (check)valve to operate?

Or can it simply be connected directly to the tank?

No valve is required - just connect it to the tank.
